    Marking the 40th anniversary of the Community Development Block Grant (CDBG) program, U.S. Congressman Fred Upton, R-St. Joseph, today joined local and state leaders in the City of Plainwell to show how the federal program has benefited communities in Southwest Michigan.     Autumn Roth, a senior at St. Joseph High School in Berrien County, on Thursday evening was named the winner of the Congressional Art Competition for Michigan’s Sixth District by Congressman Fred Upton, who represents the district.
